Tallink buys Silja

As per this morning's news, the Estonian company Tallink bought Silja line for 450 mil plus 5 million in stock. I don't understand this, especially considering 520 million had been offered by a Norweigan company previously. The exact ramifications of this have yet to be seen, for a couple years anyway.
